INTRODUCTION
The history of Supply Department is such that, during the IInd World War for Supplying Essential Commodities to the people, there were several difficulties and such people were subjected to Starvation. The then British Government has taken decision to distribute the Essential Commodities to people. The Government passed Essential Commodity Ordinance 1946, under the Defense of India Rules. By ordinance the Government was empowered to distribute Essential Commodities its production supply and distribution. On same line after the independence India Parliament passed Essential Commodities Act, 1955. Under this Act the Government to distribute Essential Commodities with effective price Control on Essential Commodities, distribution of rare commodities in the cities and make available food grains to affected persons in famines. Essential Commodities Act 1955, is the mother of all orders and rules regarding various Essential Commodities. According to the law following food grains and Essential Commodities are made available to needy citizens. i.e. Food grains, Petroleum Products, Fodder, Coal, Automobiles parts, Wools, drugs, edible oil, paper, steel. All such commodities, there supply and distribution is regulated section 3 of Essential Commodities Act, 1955.
This section deals with the supply of wheat, rice, sugar, kerosene and palm oil (Edible Oil) to public through Public Distribution System (P.D.S.) at the rates fixed by the government. The P.D.S. is meant to control the prices of these essential commodities in open market and to have people smooth supply of these essentials.
Allotment and lifting of food grains, edible oil, sugar and kerosene given to the district are supervised by this section.
There are three type of ration card depending on annual income :
Yellow ration card for B.P.L. people
- Area Income per Year
- Urban Rs. 15,000/-
- Drought prone areas Rs. 11,000/-
- Remaining rural areas 15,000/-
Orange colored ration card for A.P.L.people
All the following criteria should be satisfied
- Income per year should be below 1 Lakh
- Must not own a 4 wheeler (except taxi drivers)
- Total land owned by family should be below 4 hectors.
White colored ration card for High Income Group people
Any one of the following conditions should be satisfied
- Annual Income should be above 1 Lakh
- Should have a four wheeler
- Total land owned by family member should be above 4 hectors.
Civil Supplies Branch deals with following acts
- BOMBAY WEIGHTS AND MEASURES ACT, 1930.
- ESSENTIAL COMMODITIES ACT, 1955.
- PREVENTION OF BLACK MARKETING AND MAINTENANCE OF SUPPLY OF ESSENTIAL COMMODITIES ACT, 1980.
IMPORTANT SCHEMES OF FOOD AND CIVIL SUPPLY DEPARTMENT
I.A.A.Y. Scheme
The central Government has started the scheme and the Scheme is implemented in Maharashtra State from May,2001. Under this scheme the people who are below poverty line are given benefit as such, 10,01,700 Below Poverty Line families are supplied wheat at the rate of Rs. 2/- per kg. and Rice at the rate of Rs. 3/- per kgs in all 35 kgs food grain are given to each family every month.
In the state of Maharashtra beneficiaries are selected from IRDP 1997-98 Survey list in rural areas and in urban area the BPL are selected from survey under Suvarna Jayanti Shahri Rojgar Yojna. The beneficiaries are given yellow ration cards.
Method of deciding the beneficiaries:
As per target given by state government to districts the beneficiaries are selected from above list starting from the last beneficiary whose income is lowest. So as to provide food to the poorest of the poor.

Conditions for Beneficiary Eligibility for Yellow Card

Apart from this if any member of the family is Doctor, or Advocate, or Architect, Chartered Accountant or giving Professional Tax, Sales Tax or Income Tax giving Residential phones, having two or four wheeler Vehicles and having domestic Gas or having Two hectare of Jirayat land or one hectare Hangami Bagayat or half hectare Bagayat land such are in-eligible for Yellow ration cards.
Conditions for Keshari Ration Cards :-
- The Total annual income of the family should not be one lacks or more than that.
- No member of the family should have four Wheeler Automobile vehicle (excluding taxi)
- The family should not have Four hectors or more Bagayat land.
Conditions for White Ration Cards :-
If the total income of the family is one lacks or more or if any member of the family is having four Wheeler vehicle or if the family is having four hector or more of Baramahi Bagayat lands such families should be given white Ration Cards.

Mid-day Meal Scheme :-
According to the Mid Day Meal Scheme of Central Government, is being implemented in Chhatrapati Sambhajinagar District from 1995-96. Under this Scheme students from the Ist Std to Vth Std of the School having 80% attendance are provided with 2300 grams Rice for making Khichadi per Month.
Method of Sanctioning Allocation for Mid Day Meal Rice :-
- Every Head Master of Primary School has to give the figure of Number of Student through block education officer to the District Education Officer (primary) up to the 5th day of every month.
- VDO/BDO should consolidate the information of vikas gat and has to submit to the Tahsildar and District Education Officer up to the 10th of the every month.
- District Education Officer (Primary) should provide consolidated information to the District Supply Officer up to the 15th of every month.
According the demad of the District Education Officer (Primary) the District Supply Officer sanctions 2300 grams per student wise and allocation of MDM Rice. The transport Contractor should be given order for lifting and Distribution of MDM Rice. This Scheme is implemented as per the order and directions of the Supreme Court .
